  • What is Nipah virus?

    Nipah virus (NiV) infection is a newly emerging disease which can be transmitted to humans from animals. The natural host of the virus are fruit bats.
    The infection was first identified in 1999 during an outbreak of encephalitis and respiratory illness among pig farmers and people with close contact with pigs in Malaysia and Singapore.
    Nearly 300 human cases with over 100 deaths were reported at the time. In order to stop the outbreak, more than a million pigs were euthanized, causing tremendous trade loss for Malaysia.
    Nipah virus infection can be prevented by avoiding exposure to sick pigs and bats in endemic areas and not drinking raw date palm sap.
    Symptom of the infection include fever, headache, drowsiness, respiratory illness, disorientation and mental confusion. These signs and symptoms can progress to coma within 24-48 hours.
    There is no vaccine for either humans or animals.

    Why in news?
    The government and the Reserve Bank of India (RBI) may postpone the implementation of new accounting standards for banks because of the legislative changes and additional capital requirements the process would entail.
    What is IndAS?
    IndAS (Indian Accounting Standards) is the new accounting standard for banks.Banks and non-banking financial companies are due to switch to Indian Accounting Standards (IndAS) from 1 April 2018.
    They currently follow Indian generally accepted accounting principles (GAAP) standards.
    Legislative changes required: The implementation of IndAS for public sector banks requires an amendment to the Banking Regulation Act.
    The transition to IndAS is expected to see a significant jump in bad-loan provisions.Under the current rules, banks set aside money to cover loans that have turned bad. Under IndAS, they must make provisions after assessing the expected loss from the time a loan is originated rather than waiting for a trigger event.
    These norms, which are in line with international norms, the International Financial Reporting Standards, were designed to avoid credit shocks like those seen in the aftermath of the global financial crisis in 2008

    Why in News?

    🔰 Delhi became the first city in India to supply ultra-clean Bharat Stage (BS) VI grade fuel
    (both petrol and diesel) with an aim to combat the rising levels of air pollution in DelhiNCR
    region.

    What is it?
    🔰Bharat stage emission standards (BSES) are emission standards instituted by the
    Government of India to regulate the output of air pollutants from internal combustion
    engines and Spark-ignition engines equipment, including motor vehicles.

    🔰The standards and the timeline for implementation are set by the Central Pollution Control Board under the Ministry of Environment & Forests and climate change.

    🔰 The standards, based on European regulations were first introduced in 2000.

    🔰In 2016, the Indian government announced that the country would skip the BS-V norms altogether and adopt BS-VI norms by 2020.

    How BS VI is different?
    🔰The major difference in standards between the existing BS-IV and new BS-VI auto fuel
    norms is presence of sulphur.
    🔰BS-IV fuels contain 50 parts per million (ppm) sulphur, while BS-V and BS-VI grade fuel
    will have 10 ppm sulphur.
    🔰 It will also bring down the emission of NOx (nitrogen oxides) from diesel cars by nearly
    70% and 25% from cars with petrol engines.
    🔰It will also bring down cancer causing particulate matter emissions from diesel engine cars
    by phenomenal 80%.

    Why in news?
    The Union Government has launched Pradhan Mantri Surakshit Matritva Abhiyan (PMSMA) to provide free health check-ups to pregnant women at government health centres and hospitals.
    What is PM Surakshit Matritva Abhiyan?
    • PMSMA aim to reduce Maternal Mortality Rate (MMR) and Infant Mortality Rate (IMR) through safe pregnancies and safe deliveries.
    • Target Beneficiaries: All pregnant women who are in their 2nd and 3rd Trimesters of pregnancy. It is expected to provide free antenatal care to about 3 crore pregnant women across the country.
    • The services would be provided by gynecology specialists/ physicians with support from private sector doctors.In addition to antenatal checkups, services like ultrasound, blood, and urine tests will be provided to the beneficiaries.

  • Pradhan Mantri Swasthya Suraksha Yojana

    ▪️PMSSY was announced in 2003. Its objectives are correcting regional imbalances in availability of affordable and reliable tertiary healthcare services and augment facilities for quality medical education in country.

    ▪️It establishes AIIMS in various regions of India apart from different government colleges. It is funded from different centrally sponsored schemes relating to creating infrastructure on health.

    ▪️Under PMSSY, Government is planning to set up 20 AIIMS across the country. So far AIIMs have been established in Bhubaneswar (Odisha), Bhopal (Madhya Pradesh), Raipur (Chattisgarh), Jodhpur (Rajasthan), Rishikesh (Uttarakhand) and Patna (Bihar).
    Work of AIIMS Rae Bareli (Uttar Pradesh), Nagpur (Maharashtra), Kalyani (West Bengal) and Mangalagiri (Andhra Pradesh) is in progress. Construction work also has been awarded for AIIMS, Gorakhpur (Uttar Pradesh). AIIMS have also been sanctioned in Bathinda (Punjab), Guwahati (Assam), Bilaspur (Himachal Pradesh).

    Why in news?
    NASA is going to launch Parker Solar Probeonboard of Delta IV Heavy launch vehicle in 2018 to explore the sun’s outer atmosphere.

    What is Parker Solar Probe?
    The name of the probe initially called the Solar Probe Plus has been renamed as the Parker Solar Probe in honour of astrophysicist Eugene Parker. This is the first time NASA has named a spacecraft after a living person.
    The 10-feet high Parker Solar Probe will fly within 6.4 million km of the sun’s surface right into the solar atmosphere.
    This will be NASA’s first mission to the sun and its outermost atmosphere corona. The mission is scheduled to end in June 2025.
    Primary goals of mission: Trace how energy and heat move through solar corona. Explore what accelerates solar wind as well as solar energetic particles.

    What is VajraPrahar?

    ‘VajraPrahar’ is Indo-US Special Forces joint training exercise conducted alternately in India and the US started in 2010.

    Why in news?
    The spacecraft, known as the Star-Planet Activity Research CubeSat, or SPARCS, is a new NASA-funded space telescope and will be launched in 2021 .
    About SPARCS
    The satellite will monitor the flares and sunspots of small stars called M dwarfs to assess how habitable the environment is for planets orbiting them.
    The stars that SPARCS will focus on are small, dim, and cool by comparison to the Sun. Having less than half the Sun’s size and temperature, they shine with barely one per cent its brightness.
    Astronomers have discovered that essentially every M dwarf star has at least one planet orbiting it, and about one system in four has a rocky planet located in the star’s habitable zone.
    Since M dwarfs are so plentiful, astronomers estimate that our galaxy alone contains roughly 40 billion rocky planets in habitable zones around their stars. This means that most of the habitable-zone planets in our galaxy orbit M dwarfs.
    Need for SPARCS
    Although the orbiting Hubble Space Telescope can view stars at ultraviolet wavelengths unhindered, its overcrowded observing schedule would let it dedicate only the briefest of efforts to M dwarfs.

    🥚It was launched on 8th March 2018 by the Prime Minister.
    🥚 POSHAN Abhiyaan has been set up with a three-year budget of Rs.9046.17 crore commencing from 2017-18. All States and Union Territories to be targeted in a phased manner.
    🥚The Abhiyaan targets to reduce stunting, under-nutrition, anaemia (among young children, women and adolescent girls) and reduce low birth weight by 2%, 2%, 3% and 2% per annum respectively.
    🥚The target of the mission is to bring down stunting among children in the age group 0-6 years from 38.4% to 25% by 2022.
    🥚National Council on India’s nutritional challenges under chairmanship of Vice Chairman, NITI Aayog, has also been set up under the POSHAN Abhiyaan.
    🥚The Council shall submit report to the Prime Minister every 6 months

    What you need to know about cobra lily?

    Barely a few hundred cobra lily plants are left in the wild and they can be found only in a small area measuring less than 10 square kilometres in the Nilgiris.
    This is probably the only member of the Arisaema family to have a translucent spathe.
    The Toda tribals of the Nilgiris have an embroidery motif known as the ‘podwarshk’, which resembles it.
    Threats:

    Likely to have been quite common once, cobra lilies have vanished in the past decades along with the disappearance of the shola tree patches in which they were found. Prized for their beauty around the world, cobra lilies are at even greater risk of extinction from the commercial trade in exotic plants.

  • The Pradhan Mantri Swasthya Suraksha Yojana (PMSSY) was announced in 2003 with objectives of correcting regional imbalances in the availability of affordable/ reliable tertiary healthcare services and also to augment facilities for quality medical education in the country.

    The scheme has two components: Setting up of new AIIMS and upgradation of government medical colleges.
    Under this scheme, AIIMS have been established in Bhubaneshwar, Bhopal, Raipur, Jodhpur, Rishikesh and Patna while work of AIIMS Rae Bareli is in progress. Also, three AIIMS in Nagpur (Maharashtra), Kalyani (West Bengal) and Mangalagiri in Guntur (Andhra Pradesh) have been sanctioned in 2015 and two AIIMS have been sanctioned at Bathinda and Gorakhpur in 2016.

    In comparison to developed countries, India collects a lower share of direct taxes in total taxes. For example, in India, states generate 6% of their revenue from direct taxes, as compared to 19% in Brazil. Rural local governments, in India, raise 6% of their total revenue from direct taxes compared to 40% in Brazil. Urban local governments raise 44% of their revenue from their own sources.
    Several states have not devolved enough taxation powers to local bodies. Further, local governments collect only a small fraction of their potential tax revenue. For example, rural local bodies collect around one third of the potential property tax. Therefore, local governments rely heavily on devolved funds from central and state governments.
    These devolved funds are largely tied in nature, to either specific sectors or schemes. This constrains the ability of local governments to spend on local public good as per their own priorities. There needs to be a focus on revival of investment. However, the decline in investment will be difficult to reverse because: (i) it stems from the balance sheet stress of companies, and  (ii) its large magnitude. Easing the cost of doing business, creating a transparent, stable tax and regulatory environment, and supporting small and medium industries will help revive private investment.

    The data on rainfall, temperature, and crop production shows a longterm trend of rising temperature, declining average precipitation, and an increase in extreme precipitation events. The average decline in rainfall between 1970’s and 2000’s is 26 mm in Kharif season and 33 mm in Rabi season. This has significant implications on agriculture, especially in unirrigated areas. Such changes in temperature and precipitation will result in estimated overall farm income losses of 15% to 18%, and further, 20% to 25% for unirrigated areas.
